UDAN Next Phase 2026: 21 States Sign MoUs, Challenge Mode and Regional Air Connectivity Explained

The Ministry of Civil Aviation has moved the Regional Connectivity Scheme—UDAN into its next implementation phase. On 22 September 2026, 21 States and Union Territories signed MoUs with the ministry, while a Challenge Mode for aerodrome development and a new route-bidding process were launched. The update is important for SSC, Banking, Railways and UPSC preparation because it connects current policy with transport infrastructure, regional development and public administration.
What happened?
Union Minister for Civil Aviation Kinjarapu Ram Mohan Naidu, Minister of State Murlidhar Mohol, Civil Aviation Secretary Samir Kumar Sinha and AAI Chairman Vipin Kumar were associated with the launch in New Delhi. The MoUs are designed to improve Centre-State/UT coordination for aerodrome development and regional connectivity.
The Challenge Mode allows States and UTs to nominate airstrips and helipads for development or upgradation. The ministry has also released documents for route bidding so airlines can compete for identified UDAN routes.
