The Ministry of Coal is launching the 16th Round of Commercial Coal Mine Auctions on 17 September 2026 in New Delhi. The new round follows six years of commercial coal-mining auctions during which 15 rounds were completed and 147 coal mines were successfully auctioned.

What Is Included in the 16th Round?

The 16th round includes fully explored and partially explored coal blocks. The two categories reflect different levels of geological information available before mine development.

A fully explored block has a substantially established geological resource base, while a partially explored block has less exploration information. Including both categories allows the auction programme to cover coal resources at different stages of exploration.

How the Commercial Mining Framework Works

The commercial coal-mining auction framework permits coal to be produced for commercial sale without a prescribed end-use restriction under the framework. The policy also permits 100% foreign direct investment through the automatic route.

The upfront payment structure is designed to keep entry comparatively accessible, with the payment adjustable against future revenue share under the auction mechanism.

147 Mines Auctioned in 15 Rounds

From the launch of commercial coal mining in 2020 to September 2026, the government has completed 15 rounds and auctioned 147 mines.

The programme has also brought 44 new companies into the sector. This shows that the auction policy has expanded participation beyond companies that were already major participants in coal mining.

The government estimates that the mines auctioned through the first 15 rounds could generate approximately ₹47,500 crore in annual revenue. The associated capital investment is estimated at around ₹55,000 crore, while the potential employment impact is about 4.9 lakh jobs.

Why Domestic Coal Production Matters

The Ministry of Coal links commercial mining with greater domestic coal availability and reduced dependence on imports. Coal remains an important input for electricity generation and several industrial processes.

Increasing domestic production can therefore affect energy-security considerations, industrial supply and the foreign-exchange cost associated with imported coal. The government’s policy objective is to develop a more reliable domestic supply while increasing commercial participation.
