Who can apply?
The notice identifies Central Services Group-A officers serving in Central Government ministries or departments as the intended applicant pool. The service route includes officers holding an analogous post on a regular basis, or officers with five years of regular service after appointment to a post in Pay Level 10. Graduation in any discipline from a recognised Indian university or institution is listed as an essential educational qualification, but a degree alone does not make a candidate eligible: service conditions are central to deputation.
The annexure lists desirable qualifications including passing the Subordinate Accounts Service examination conducted by an organised Central Government Accounts Department, or relevant training in accounts, budget or financial-accounting procedures through the Institute of Secretariat Training and Management or another recognised institute. Applicants must read the complete annexure and match their service history to the exact wording.
Experience and age conditions
The role involves scrutiny of financial proposals and rendering financial advice. Examples include proposals involving budgets, projects, civil works, manpower, purchases of stores and equipment, engineering contracts and global tenders. The officer supports financial review of matters referred to the Joint Secretary (Finance) office, including issues involving service rules.
The maximum age for appointment on deputation is 56 years as on the closing date for receipt of applications. The notice also limits the total deputation period, including an immediately preceding ex-cadre post in the same or another Central Government organisation, to five years. These are deputation conditions and should not be confused with age rules for UPSC direct recruitment examinations.
Documents required
- Completed and signed bio-data in the prescribed Annexure-A format, forwarded through the proper channel.
- Attested copies of the preceding five years’ Annual Performance Appraisal Reports (APARs).
- Employer/Head of Office/Forwarding Authority certificate in Annexure-B, including vigilance and disciplinary clearance, integrity certification and details of penalties in the preceding ten years, where applicable.
- No Objection Certificate from the cadre-controlling authority.
- Any other declarations and supporting material required by the official advertisement.
Incomplete applications may not be considered. Applicants should start the forwarding process early because APARs, vigilance clearance and cadre-controlling authority documents may take time. Sending only a CV does not satisfy the prescribed process.
Selection process
The annexure states that selection takes account of educational qualifications, experience in financial accounts and proposal scrutiny, ability to advise on budgets and related matters, interview and APAR gradings. The notice does not describe a standard prelims-and-mains examination. Candidates should not assume a written test is planned unless a later official notice says so.
The notice states that officers working in the Department of Space/ISRO are not eligible for this particular post because the role independently scrutinises financial proposals for the Department of Space/ISRO. Check this exclusion before starting an application.
How to apply
- Open the official Accounts Officer (Finance) notice or the ISRO Careers page.
- Download the bilingual advertisement and read the annexures.
- Confirm the Group-A service requirement, regular-service route and experience conditions.
- Complete Annexure-A and arrange APAR copies, Annexure-B, vigilance/integrity clearance and cadre-controlling authority NOC.
- Send the full application through the prescribed channel so it reaches the authority within the notice’s 30-day window.
- Retain copies and proof of dispatch/receipt; follow later instructions from the Department of Space.
Address stated in the notice: Director (Personnel & Administration), Department of Space, Antariksh Bhavan, New BEL Road, Bengaluru – 560 094. Confirm the complete routing instructions in the original PDF before dispatch.
Why this post matters
Scientific organisations need financial scrutiny alongside engineering expertise. Space-sector work involves project budgets, procurement, equipment, civil works and contracts. Financial officers help ensure proposals are reviewed under applicable rules and that decision-makers receive sound financial advice. This is a specialist administrative-finance role within the space ecosystem, not a spacecraft engineering job.
Career and exam relevance
This is a recruitment notice, so a quiz is unnecessary. For general awareness, note the Department of Space, deputation, Level 11 of the 7th CPC Pay Matrix and APARs. Candidates preparing for accounts and administration roles can revise budget scrutiny, public procurement, financial advice and service-rule compliance. Identify appointment type before assessing eligibility: direct recruitment, deputation, contract appointment and apprenticeship have different requirements.
Common mistakes to avoid
- Assuming graduation alone is sufficient.
- Overlooking the Central Government Group-A service requirement.
- Confusing the 30-day receipt window with an online application deadline.
- Submitting without APARs, the prescribed certificate or the cadre authority’s NOC.
- Ignoring the exclusion for officers already working in the Department of Space/ISRO.
- Relying on a third-party summary instead of the official bilingual PDF.

Deputation versus direct recruitment: a practical distinction
Direct recruitment usually invites eligible candidates to compete for a post through a notified selection process. Deputation instead draws on serving officers from an eligible government cadre or organisation for a specified period, subject to the applicable service rules and the receiving department’s requirements. The advertisement’s reference to graduation is only one element of eligibility; the service grade, regular-service period, relevant experience and forwarding approvals can be decisive. Applicants should check whether their cadre authority is willing and able to forward the application before treating the notice as a realistic opportunity.
Application checklist before dispatch
- Match the officer’s current post and regular-service history to the eligibility paragraph, rather than relying only on the pay level.
- Confirm that the bio-data proforma is complete, signed and forwarded through the proper channel.
- Request APAR copies early and ensure the required five-year period is covered.
- Check that the employer certificate addresses vigilance status, integrity and penalty history in the prescribed format.
- Obtain the cadre-controlling authority’s NOC and confirm who is responsible for forwarding the complete packet.
- Use the receipt deadline and address exactly as stated in the original memorandum; retain dispatch and delivery evidence.
These checks matter because a deputation application is assessed against formal service records and departmental clearances, not simply against the qualifications a candidate lists on a résumé. If any eligibility clause is unclear, the candidate’s establishment or cadre-controlling section should interpret it against the official memorandum before submission.
How to verify later updates
Use the Department of Space notice page as the primary reference. A third-party job summary can help a reader locate a notice, but it should not replace the original advertisement, annexures or any corrigendum. Check for changes to the deadline, required proformas, eligibility conditions or instructions about the forwarding authority. The careers page also lists other space-sector opportunities, but each advertisement has its own applicant group and selection route; details from a separate ISRO centre recruitment should not be transferred to this deputation vacancy.
Editorial note: this is a deputation notice, not an open competitive examination. The original memorandum and annexures control eligibility, documents and deadlines.
