1 November is significant for both current affairs and static Indian polity. This year, two nationwide initiatives begin: the fifth Digital Life Certificate campaign and the Janjatiya Gaurav Pakhwada. The date also marks important milestones in India’s state reorganisation, including Haryana’s formation in 1966 and the creation of several linguistic states in 1956. This briefing focuses on confirmed government announcements and the facts most useful for UPSC, State PSC, SSC, banking, teaching and other competitive examinations.

1. Digital Life Certificate Campaign 5 begins today

The Department of Pension and Pensioners’ Welfare (DoPPW) is conducting the fifth nationwide Digital Life Certificate (DLC) campaign from 1 to 30 November 2026. It will cover 2,000 cities and districts, with a target of 2.30 crore certificates, including 1.50 crore face-authenticated DLCs. The government describes it as the largest-ever campaign of its kind.

The official release identifies 19 banks, 785 District Post Offices and 56 Pensioners’ Welfare Associations as participants, alongside UIDAI, MeitY, CGDA, Railways, DoT, EPFO and state governments. Face authentication is intended to make life verification easier through Android and iOS devices. Doorstep services, health check-ups, Aadhaar updation and grievance support are also part of the campaign.

Exam connection: Link the announcement with Jeevan Pramaan, Aadhaar-based authentication, digital public infrastructure, pension disbursement and financial inclusion. Remember that 2.30 crore and 1.50 crore are campaign targets, not completed results. Read the full Digital Life Certificate Campaign 5 explainer.

2. Janjatiya Gaurav Pakhwada begins ahead of 15 November

The Ministry of Tribal Affairs will observe Janjatiya Gaurav Pakhwada from 1 to 15 November 2026, culminating in Janjatiya Gaurav Diwas on 15 November, the birth anniversary of Bhagwan Birsa Munda. The Government of India designated the day in 2021. The 2026 programme includes 300-plus projects, with 228 planned inaugurations and 74 foundation-stone laying ceremonies.

Two digital initiatives are prominent: the Jan-HIT (Janjatiya Health Intelligence and Technology) Portal, developed with ICMR and covering tribe-disaggregated health data across 20 States; and a National Forest Rights Act Digital Platform intended to digitise the process from Gram Sabha claim submission to digitally signed titles. More than 160 State/UT-level activities are planned across 19 States/UTs.

Exam connection: Revise Birsa Munda, the Ulgulan, the Forest Rights Act 2006, PM-JANMAN, Particularly Vulnerable Tribal Groups (PVTGs) and Eklavya Model Residential Schools. Read the Janjatiya Gaurav Diwas 2026 detailed explainer.

3. Haryana completes 60 years as a state

Haryana was formed on 1 November 1966 after the reorganisation of the former state of Punjab. The state marks its 60th year of formation in 2026. The President of India, Droupadi Murmu, is scheduled to grace the Hirak Jayanti celebration at Kurukshetra on 1 November, according to the President’s Secretariat announcement.

The Punjab Reorganisation Act, 1966 provided the legal framework for the creation of Haryana. Chandigarh became the shared capital of Punjab and Haryana and is administered as a Union Territory. For static GK, remember that Haryana’s capital is Chandigarh; the state was carved out of Punjab; and its formation date is 1 November 1966.

4. 1 November and India’s state reorganisation

The States Reorganisation Commission, chaired by Justice Fazl Ali, was appointed in 1953 and submitted its report in 1955. Parliament then enacted the States Reorganisation Act, 1956, which reorganised state boundaries with effect from 1 November 1956. The Act is an important constitutional and administrative milestone, but it did not make every state’s formation story identical: linguistic identity, administrative viability and local political history all shaped the final map. Candidates can read the official States Reorganisation Act, 1956 record on India Code. Puducherry’s official history separately confirms the 1 November 1954 de facto transfer and 16 August 1962 de jure transfer; see the Government of Puducherry background page.

The date is also associated with the formation or reorganisation of several Indian states. Kerala and the then Mysore State (renamed Karnataka in 1973) were formed on 1 November 1956 under the States Reorganisation Act, 1956. Madhya Pradesh was also formed on that date in 1956. The reorganisation broadly reflected linguistic and administrative considerations, though each state’s formation involved its own historical circumstances.

Puducherry observes Liberation Day on 1 November, marking the de facto transfer of the former French establishments to India in 1954. The formal de jure transfer followed later, on 16 August 1962. This distinction is frequently overlooked in short GK notes: 1 November 1954 refers to the de facto transfer, not the date of legal ratification.
