The fifth nationwide Digital Life Certificate (DLC) campaign begins on 1 November 2026 and continues until 30 November. The Department of Pension and Pensioners’ Welfare (DoPPW) plans to conduct it in 2,000 cities and districts, with a target of 2.30 crore Digital Life Certificates, including 1.50 crore face-authenticated certificates. The department describes this as its largest-ever DLC campaign.
The practical question is whether an elderly pensioner who lives far from a bank branch or has difficulty travelling can complete annual life verification without unnecessary hardship. The 2026 campaign focuses on face authentication through smartphones, coordinated support from banks and post offices, doorstep services where required and grievance handling.
What is a Digital Life Certificate?
A pension-disbursing authority periodically needs confirmation that a pensioner is alive and eligible for continued pension payment. Traditionally, many pensioners had to appear before a bank or other designated authority and submit a life certificate. This could be difficult for people with mobility constraints, serious illness, advanced age or residence in remote areas.
A Digital Life Certificate is an electronic method of submitting this proof. The Government of India’s Jeevan Pramaan service uses Aadhaar-based authentication to generate a digital certificate. Once generated and accepted by the relevant pension-disbursing authority, it can be used for pension-life verification without the conventional paper submission process. Generation and acceptance are not quite the same thing: pensioners should retain the acknowledgement or Pramaan ID and check with their authority if the certificate is not reflected in their records.
What is new about Campaign 5?
The campaign is planned across 2,000 cities/districts. Its two headline targets are 2.30 crore total DLCs and 1.50 crore face-authenticated DLCs. These are targets, not achieved outcomes. Face authentication is the principal focus, but the programme recognises that some pensioners will need assisted or alternative channels. The official release says the face-authentication facility can be used on Android and iOS devices. MeitY and UIDAI will provide technical support. The department issued campaign guidelines through an Office Memorandum dated 13 August 2026.
How does face authentication work?
Face authentication captures a live facial image through a compatible device and compares it with the relevant identity record through an authorised authentication system. The aim is to confirm identity without requiring a fingerprint scanner or a visit to a physical counter. At a high level, the pensioner uses the authorised Jeevan Pramaan application or service, enters the information requested, completes the face-authentication step and receives a digital certificate acknowledgement.
The exact application version, prerequisites and steps can change. Pensioners should follow current instructions on the official portal rather than rely on old screenshots or third-party videos. Poor lighting, camera quality, connectivity, incorrect demographic details or authentication failures may prevent successful completion. Assisted access remains important for people who cannot complete the process independently.
Who is supporting the campaign?
The official announcement describes a “Whole of Government” approach. Participants include pension-disbursing banks, India Post Payments Bank, Pensioners’ Welfare Associations, the Controller General of Defence Accounts (CGDA), Railways, Department of Telecommunications, Employees’ Provident Fund Organisation, state governments, UIDAI and MeitY.
The release identifies 19 banks, 785 District Post Offices and 56 Pensioners’ Welfare Associations as participating institutions. Banks and post offices provide local service points; welfare associations can communicate instructions and identify people who need help. Doorstep services will be provided where required. The campaign is also planned in an “Utsav” mode, with health check-ups and Aadhaar updation among the additional services. Grievance officers are expected to address DLC-related issues, while senior DoPPW officials will conduct on-ground reviews in identified states.
Why does this matter for financial inclusion?
Financial inclusion is often measured through account ownership, access to payments and the availability of banking outlets. But inclusion is incomplete if a person cannot use a service because of age, disability, distance or an unnecessarily complicated process. For many pensioners, a monthly pension supports essential household expenses. A delay linked to a missed life certificate can therefore affect financial security.
DLCs illustrate how digital public infrastructure can simplify a recurring government-to-citizen service. Potential benefits include less travel, reduced paper handling, faster transmission of information and remote service delivery. Yet digital inclusion also requires assisted access, reliable connectivity, language support, privacy and grievance redressal. A digital-only process can exclude the very people it is intended to help if these conditions are overlooked.
Important distinction: life certificate is not pension sanction
A Digital Life Certificate is proof used for life verification. It does not by itself create a pension entitlement, revise the pension amount, approve arrears or resolve every issue in a pension account. Pension sanction, pension payment orders, bank account details and family pension claims follow their own rules. Successful Aadhaar authentication should not be confused with confirmation that the pension has been credited. Pensioners should check their account or contact the pension-disbursing authority if a payment is delayed. Never share OTPs, passwords or banking PINs with anyone claiming to help generate a certificate.
What should pensioners keep ready?
- Pension details and information requested by the authorised Jeevan Pramaan process.
- Aadhaar details and access to the registered mobile number where required by the current authentication flow.
- A compatible smartphone and stable internet connection for self-service face authentication.
- Correct bank and pension-disbursing authority details.
- The acknowledgement or Pramaan ID after successful generation.
Those unable to complete the process independently should use an authorised bank, post office or notified doorstep service. Avoid unofficial intermediaries and never hand over banking credentials.
