This briefing selects developments relevant to UPSC, State PSC, SSC, banking, railways, defence and other government examinations. Figures are described as stated coverage, programme details or schedules—not completed outcomes unless the source says so.
1. Financial Inclusion Saturation Campaign: 21 October to 31 December
The Department of Financial Services has announced a Financial Inclusion Saturation Campaign running from 21 October to 31 December 2026, with stated coverage of 2.70 lakh Gram Panchayats and Urban Local Bodies. Its saturation approach is intended to identify people who remain outside formal financial services and connect eligible people with relevant schemes and banking facilities.
Why it matters: Financial inclusion is not limited to opening an account. It also involves suitable savings, remittances, insurance, pension and credit services, along with awareness and effective use. Local outreach can help identify gaps that aggregate account-opening figures do not show.
For exams, distinguish access (availability), usage (actual use) and financial capability (understanding costs, risks, grievance channels and suitability). Connect the topic with Business Correspondents, Direct Benefit Transfer, PM Jan Dhan Yojana, insurance and pension inclusion.
- Campaign period: 21 October–31 December 2026.
- Reported coverage: 2.70 lakh Gram Panchayats and Urban Local Bodies.
- Important distinction: stated campaign reach is not proof that every location or beneficiary has already been covered.

2. Green Diwali: Mission LiFE and cleaner celebrations
The government’s Green Diwali campaign period is 20 October to 8 November 2026. It connects festival practices with Mission LiFE (Lifestyle for Environment), encouraging choices that reduce waste and environmental pressure while retaining the cultural significance of the festival.
Practical measures include reusable decorations, avoiding unnecessary single-use plastic, segregating waste and using electricity responsibly. Local rules on fireworks and pollution-control directions remain applicable; a campaign message does not replace a legal restriction or local order.
- Campaign dates: 20 October–8 November 2026.
- Policy connection: Mission LiFE and environmentally responsible individual/community behaviour.
- Exam links: air pollution, waste management, sustainable consumption and environmental governance.

3. India to host the 61st CIML meeting in New Delhi
India is scheduled to host the 61st meeting of the International Committee of Legal Metrology (CIML) in New Delhi, 26–28 October 2026. More than 100 delegates are expected, according to the government announcement.
Legal metrology concerns measurements and instruments subject to legal requirements, such as retail weighing scales, fuel-dispensing equipment and quantity declarations on packaged goods. Reliable measurement supports consumer protection and fair trade.

4. Science and knowledge infrastructure
Two additional developments connect research capacity with knowledge access: a Ministry of Earth Sciences–Academy of Scientific and Innovative Research partnership, and CSIR-NIScPR’s AI-focused library training. Scientific capacity depends not only on laboratories but also on skilled researchers, institutions, accessible literature and effective information retrieval.
